Israel blames Lebanon after Israeli attacks kills dozens Israeli Foreign Minister Gideon Saar has blamed the “presence of Israeli forces in southern Lebanon” as being from “the result of the utter failure of the Lebanese government to fulfil its obligations” and keep Hezbollah fighters north of the Litani River.
