Speaking at the Conservative Political Action Conference in Texas, the 65-year-old said Tehran would use diplomacy to stall before reverting to what he described as hostile behaviour. “The only thing that the remnants of this regime can be relied on to do is to buy time, to cheat and to steal,” he said.
