Key countries in the region, including Saudi Arabia , Oman , Qatar , Turkey and Pakistan , are not attending the summit, which will be held online. Bahrain and the United Arab Emirates are the only Middle Eastern nations joining the initiative, which is also being joined by France , Australia, Germany , Canada, Italy and Japan.
